Dr. Laura Luster is the principal of L. Luster & Associates, a professional services
consulting and training firm founded and located in Oakland, California.
A Stanford University-trained professional, she has directed business outreach efforts for
private and public sector projects aimed at ensuring the participation of minority,
women-owned, disadvantaged, small and local business enterprises, as well as achieving
affirmative action and local employment goals.
Dr. Luster has more than 20 years experience in designing, administering, and evaluating such
programs as well as directing community planning and involvement project activities;
workforce development research to identify construction workforce trends; developing and
administering programs to identify and train local area residents for participation on
municipal construction projects; creating structured internship opportunities for students on
public works projects; and facilitating team building and partnering sessions that clarify

Joan Fisher has over seven years of experience and ongoing responsibilities in business
outreach and contract & labor compliance in both the private and public sectors. She has been
instrumental in the expansion and delivery of business outreach programs to include:
organizing project information meetings; coordinating events/trainings and providing
resources aimed at small business development; facilitating and assisting in the development of
relationships between small businesses and project owners, local chambers of commerce,
business organizations, government agencies, and other public and private entities.
